10% service charge - for what?

WILL the management of Old Town Cafe please explain the rationale behind charging a 10 per cent service charge? Customers have to first fill in their orders on a piece of paper and then pass it to a waitress. They then have to proceed to the cashiers to make payment after their meal. It seems unreasonable to charge a 10 per cent service charge when customers do almost as much work as they do at more popular local coffee joints. This charge also appears excessive when compared with restaurants that charge a similar 10 per cent service charge but provide full service.
